In January 2019, while serving with the Utah County Major Crimes Task Force, Officer Carter was involved in an incident where a suspect was forcibly removed from a vehicle and struck in the head. The suspect required four staples to close the wound. An internal investigation concluded that Carter’s actions violated department policy. He left the Salem Police Department during the investigation and subsequently joined the Spanish Fork Police Department.
