As Police Chief in the 1980s, Dale Bruce was implicated in a lawsuit alleging that the North Little Rock Police Department had a policy of ignoring or covering up complaints of physical and sexual abuse by officers. Evidence presented in court indicated that under Bruce’s leadership, the department failed to act on known incidents of officer misconduct, including cases involving Officer Donnell Luckie. The jury found Bruce liable in his official capacity, awarding damages to the plaintiff.
