In 1982, Deputy David Lea assaulted Cleo Hall, an unarmed and peaceful arrestee, by repeatedly striking him in the head with a pistol, rendering him unconscious. Hall was hospitalized for three days due to his injuries. In 1987, the court found Lea’s actions to be a violation of Hall’s Fourteenth Amendment rights and awarded Hall $5,100 in compensatory damages and $100,000 in punitive damages against Lea.
