On March 13, 2022, Officer Davis Rios encountered an intoxicated individual, Jeremiah Ballam Jr., who was found passed out in the roadway near Club Square. Officer Rios failed to summon medical assistance, check for Ballam’s address to provide him a ride home, or attempt to contact his family. After the interaction, Ballam walked away and was later found drowned in a nearby canal. Following an internal investigation, Officer Rios was terminated from the department.
