    As Patrol Captain and supervisor, Dean Elliott was named in a lawsuit filed by Phillip E. Smith, alleging failure to properly train and supervise officers involved in a traffic stop on October 31, 2017. The lawsuit claimed that Elliott’s alleged negligence led to violations of Smith’s civil rights, including excessive force and unlawful search and seizure. The case proceeded to service of process.
