On September 27, 2007, Deputy Chief Arthur Bobbouine ordered Deputies Jane Doe and Brian Szumski to remain in a police cruiser for an extended period after a flea infestation, despite their discomfort and requests to exit. Bobbouine, along with Deputy Chief Ryan Foy, laughed at and taunted the deputies during the incident. Doe filed a lawsuit alleging invasion of privacy and emotional distress. The court found that Bobbouine’s actions did not constitute a constitutional violation but were considered inappropriate and unprofessional.
