On September 27, 2007, Deputy Chief Ryan Foy filmed Deputy Jane Doe during a decontamination process after a flea infestation incident. Despite Doe’s repeated requests for Foy to stop filming, he continued, allegedly laughing and taunting her. The footage, which included images of Doe’s bare back, was later shown to other employees. Doe filed a lawsuit alleging invasion of privacy and emotional distress. The court found that Foy’s actions did not rise to the level of a constitutional violation but were deemed ‘tasteless, unwise, and unwarranted.’
