Deputy Carter has a history of policy violations. In fall 2018, he was suspended for seven days after pointing a personal firearm at a detective’s abdomen during an off-duty gathering, an act he later described as ‘stupid and tasteless.’ In November 2019, he engaged in a high-speed vehicle pursuit reaching 125 mph, driving the wrong way on a one-way street, and leaving his K-9 unattended during a foot chase, resulting in a three-day suspension. In April 2021, he conducted another high-speed pursuit without functioning emergency equipment, leading to another suspension. Despite previous flags for excessive pursuits and use of force, investigations did not find wrongdoing. Carter was eventually fired following an assault allegation, with records showing repeated policy violations.
