In 2019, Deputy Winch fell asleep at the wheel while returning to the station after his overnight shift. His vehicle crossed the double yellow line, colliding head-on with a car driven by Susan Harrington, who was killed instantly. The Attorney General’s Office declined to press charges, stating that the failure to perceive a risk does not give rise to criminal liability. A lawsuit filed by Harrington’s wife against Washington County was settled out of court.
