Deputy Nessling, formerly overseeing the Modoc County Jail, was indicted by a grand jury for misdemeanor excessive force. He has been the subject of numerous complaints and legal settlements regarding excessive force. It was stipulated that Deputy Nessling has screamed at, physically assaulted, battered, injured, and terrified numerous arrestees, inmates, and citizens without suffering any adverse disciplinary consequences from Sheriff Mike Poindexter or prior sheriffs Bruce Mix or Mark Gentry. While no longer working at the Modoc County Jail as a sergeant at the time of a defendant’s trial, he was still a deputy working patrol.
