    In November 2006, Deputy Eckert encountered a man, Bongiorno, slumped over in a vehicle and assumed he was intoxicated without further assessment. Eckert left the scene without providing assistance. Approximately six hours later, Bongiorno was found dead in the same location. An internal investigation found Eckert negligent in his duties, leading to his removal from the Canine Unit, a transfer to patrol, and citations for ‘Neglect of Duty’ and ‘Conduct Unbecoming.’
