On April 18, 2022, Deputy Fraser responded to detainee Benally’s complaints of severe chest pain and shortness of breath. Despite recognizing the emergent nature of these symptoms, Fraser failed to take necessary actions such as transporting Benally to an emergency room or providing immediate medical interventions. Instead, Benally was placed in a cell with only occasional checks, leading to his death from pulmonary thromboembolism. Fraser’s inaction in the face of a medical emergency has been scrutinized for deliberate indifference to a detainee’s serious medical needs.
