    In 2011, Deputy Frazier was involved in an incident where he used a flashlight to strike a suspect, D. Tanner, multiple times on the head and neck during an arrest. The use of the flashlight in this manner was noted in an internal affairs report as potentially causing serious injury, as the head area is considered an ‘Avoid Zone’ in police baton training. The incident led to a lawsuit alleging excessive force. The court documents detail the events and the legal proceedings that followed.
