In 1990, Deputy Randia Fowler filed a lawsuit against the Kootenai County Sheriff’s Office alleging sexual harassment and unlawful retaliation. Fowler reported incidents such as vulgar language, the display of swimsuit calendars, and the placement of a ‘condom plant’ in the workplace. After raising these concerns, she received a poor performance evaluation, was transferred to a different division, and ultimately terminated for insubordination when she refused the transfer. Fowler’s lawsuit claimed these actions were in retaliation for her complaints about the hostile work environment.
