On March 31, 2009, Deputy Jacob Franklin arrested retired deputy Ron Oachs during a traffic stop. Franklin used force to subdue Oachs, including wrestling him to the ground and kneeing him in the groin. The incident was captured on dashcam video. Franklin was terminated on April 7, 2009, for violating constitutional rights. A federal jury later awarded Franklin over $200,000, finding the Sheriff’s Department unlawfully retaliated against him by continuing an internal affairs investigation post-termination.
