Jailer Jeff Lycans had one interaction with inmate Christopher Helphenstine on the morning of his arraignment in April 2017. He testified that Helphenstine looked okay. Helphenstine later died in custody. A lawsuit alleged deliberate indifference to Helphenstine’s medical needs, but the court found Lycans’s actions did not demonstrate knowledge of an unjustifiably high risk of harm.
