In 1991, Deputy James Hallman was involved in the arrest of Evelyn Shoop at a polling place. Hallman had been stationed at the fire hall throughout the morning and had evidently seen no disturbances sufficient to remove any parties. Despite this, he participated in the arrest, which led to a lawsuit alleging constitutional violations due to arrest without probable cause and use of unnecessary force. The court found that the facts did not establish probable cause or reasonable belief in probable cause on the part of the deputies, including Hallman.
