    Deputy James McAndrew was present during the July 2011 arrest of Philip Romanek, where Sergeant Browndorf used excessive force. McAndrew failed to report the misconduct. In February 2012, McAndrew was terminated from his position, with the stated reason being his failure to report the incident. McAndrew alleged that his termination was in retaliation for his complaints about departmental issues and his testimony before a grand jury.
