Deputy James Shroy was involved in the 1991 arrest of Evelyn Shoop at a polling place. Shroy and another deputy were dispatched to remove Shoop based on an oral order. They spoke only to a deputy who had not seen fit to intervene himself and a complainant with a possible bias. The deputies attempted to arrest Shoop, leading to a scuffle and subsequent lawsuit alleging constitutional violations. The court determined that the deputies lacked probable cause or reasonable belief in probable cause for the arrest.
