In August 2020, Deputy Horn, alongside Deputy Dalton T. Martin, faced allegations of racial profiling and harassment towards African-American residents Donnie and Ventriss Hairston. Horn participated in detaining the Hairstons without probable cause and forcibly entering their home. The deputies also arrested their landlord, Jason B. Tartt, without valid grounds. A federal lawsuit was filed against Horn for civil rights violations, including unlawful seizure and retaliation.
