Deputy Julio Alvarado has been named in at least nine lawsuits alleging excessive use of force during his tenure, more than any other active JPSO deputy. In September 2021, a video showed Alvarado grabbing a woman by the hair and slamming her to the ground. Despite the video evidence, the sheriff’s office deemed his actions ‘reasonable and acceptable.’ Alvarado was demoted from sergeant to deputy in early 2020, though the sheriff stated it was not related to use-of-force issues.
