Deputy Lubbe was involved in a 1992 incident where he failed to arrest an intoxicated driver, Anderson, who subsequently caused a fatal accident resulting in the death of Mark Coty and injuries to Alexander Blincoe. Lubbe’s actions were found to be in violation of the Washoe County Sheriff’s Department’s procedures, which mandate the arrest of drivers failing field sobriety tests. An internal investigation led to findings that Lubbe violated several departmental policies, resulting in his temporary suspension.
