Deputy Soeth has been involved in multiple incidents of excessive force and questionable decisions over a decade-long career. Notably, in July 2017, he was part of a shooting on Martin’s Ferry Bridge where deputies opened fire on a night watchman in a parked car. Additionally, in 2020, Soeth ordered his K-9 to bite a suspect who was already restrained by multiple officers, resulting in a prolonged bite lasting over 20 seconds. These actions have led to at least $1.1 million in settlements paid by local governments. Despite these incidents, Soeth was not terminated and has returned to patrol duties.
