    On an unspecified date, Deputy McKinney was involved in a high-speed pursuit that resulted in a collision causing severe injuries to Janel Harkness. McKinney was found to be traveling at least 83 miles per hour in a 45 mile-per-hour zone when he lost control of his vehicle and struck Harkness’s sedan nearly head-on. An accident reconstruction determined that McKinney was driving too fast for conditions, contributing to the collision.
