In 2008, Deputy Moline was involved in an incident where he used a Taser to break up an inmate fight at the Kootenai County Jail. A lawsuit filed by inmate Cutler alleged that the use of the Taser constituted excessive force. However, the court found that the use of the Taser was consistent with department policy and procedures, and granted summary judgment in favor of the Sheriff’s Department, indicating no constitutional violation occurred.
