In 2016, Deputy Raymond Harvey was involved in the arrest of Daniel Fowler at Fowler’s Eastsound home regarding a no-contact order violation. Fowler alleged that Harvey forced his way into the residence without a warrant, used excessive force during the arrest, and caused a shoulder injury requiring surgery. Fowler filed a lawsuit in 2019 against San Juan County, Sheriff Ron Krebs, and Deputy Harvey, seeking damages for economic and noneconomic losses. The lawsuit claimed that the sheriff’s office failed to properly train, supervise, and discipline deputies. The case was settled in 2019, with the terms undisclosed.
