In June 2015, Deputy Ryan Phillips was involved in the detention of Trey Duke, who was arrested in an intoxicated state. Despite Duke’s deteriorating condition, Phillips allegedly ignored concerns raised by an inmate trustee and remarked, ‘That’s what you get for doing drugs.’ Duke later died from a fentanyl overdose in his cell. The court remanded the case to determine if Phillips’ actions constituted willful and wanton conduct.
