In September 2016, Deputy Thorne responded to a domestic disturbance and used excessive force against Fernando Del Valle, a former Marine. Thorne Tasered Del Valle at point-blank range, struck him with a baton, and attempted to choke him into unconsciousness. Del Valle was arrested on false charges, which were later dismissed. The county settled Del Valle’s lawsuit for $875,000 in October 2021. Thorne had a history of excessive force complaints and had been dismissed from previous law enforcement positions.
