Deputy Shepard was implicated in a 2013 incident involving excessive force against an inmate. The inmate alleged that after being pepper-sprayed, Deputy Shepard taunted him and then kicked a tray slot closed on the inmate’s thumb, causing injury. The court found that a reasonable jury could conclude that Deputy Shepard acted maliciously and sadistically to cause harm, leading to a denial of summary judgment on the excessive-force claim.

Important Community Guidelines

It is strictly against our rules to:

Why This Matters

By organizing this data, we can potentially demonstrate when officers were previously aware of laws they later claim ignorance of, challenging qualified immunity defenses and promoting accountability.
