In 2009, Deputy Taylor was involved in an incident with inmate Shamel Howell, who refused to comply with jail clothing policies. Deputy Taylor reported Howell’s non-compliance, leading to an escalation that resulted in the use of tasers by other officers. While Deputy Taylor did not use force himself, the incident was part of a lawsuit alleging excessive force by the department. The court ultimately found the use of force to be justified.
