In December 2005, Deputy Thagouras was involved in the aggressive enforcement of code violations against Carl and Sharon Gilbert. Despite the Gilberts being told they could continue operating their business while their permit application was processed, Thagouras, under direction, obtained arrest warrants leading to Mr. Gilbert’s arrest. The Gilberts were acquitted of all charges in June 2006. Additionally, Thagouras had a history of aggressive behavior and had previously lied on his job application, failing to disclose a prior felony conviction for theft.
