Perrone repeatedly requested the handcuffs be loosened, but Perkins dismissed these complaints. Perrone sustained permanent injuries from the tight handcuffs. A lawsuit was filed alleging excessive force and negligence. The court allowed claims against Perkins to proceed, highlighting potential constitutional violations.
