Convicted of third-degree perjury in March 2023 for lying under oath during the 2019 rape trial of fellow deputy Scott Walters. Starner falsely testified about a conversation with a New York State Police Investigator regarding the existence of a video related to the case. He was placed on paid administrative leave in September 2019 and arrested in February 2021. Following his conviction, Sheriff Derek Osborne initiated proceedings to remove him from the department.
