In October 2018 and 2019, Detective Highley was accused of making inappropriate comments and engaging in unwanted physical contact with female officers during law enforcement conferences. Allegations included calling a female officer a sexually explicit name, insinuating possession of inappropriate photos, touching a female officer’s inner thigh, and attempting to kiss another officer. Highley was placed on administrative leave during the investigation and resigned on November 15, 2019.
