Create And Track Police Department History

In April 1998, Detective Cary Milligan sought an arrest warrant for Ricky Beauchamp based on allegations of rape by a woman named Klingerman. Milligan testified that Klingerman identified Beauchamp as her attacker and that a polygraph indicated she was truthful about the attack. However, at the time of seeking the warrant, Milligan lacked a signed statement from Klingerman and a medical examiner’s report. Beauchamp was arrested and his home searched. The charges were later dismissed, and Beauchamp filed a lawsuit alleging false arrest and defamation. The court granted summary judgment in favor of Milligan, citing qualified immunity. The case is documented in Beauchamp v. City of Noblesville, 320 F.3d 733 (7th Cir. 2003).
