In August 2018, Detective Richard Rowe, while off-duty and in plain clothes, conducted a traffic stop on motorcyclist Alex Randall. Rowe pointed a gun at Randall, used excessive profanity, and threatened to ‘dump’ him if he moved. Sheriff Mitzi Johanknecht suspended Rowe for five days without pay for his excessive use of profanity and lack of courtesy. Randall filed a lawsuit against King County and Rowe, alleging excessive force and inadequate training and supervision by the county.
