    Between 2015 and 2025, the Louisville Police Department faced numerous disciplinary actions and investigations. The U.S. Department of Justice’s 2023 report highlighted a pattern of civil rights abuses, including excessive use of force, unlawful stops, and discriminatory practices, particularly against Black residents. The department was found to have violated constitutional rights through practices such as executing warrants without knocking and announcing, and using excessive force during peaceful protests. In response, Louisville entered into a consent decree with the DOJ in December 2024, committing to comprehensive reforms, including revising use-of-force policies, ensuring constitutional searches, and improving responses to public demonstrations. The department also faced multiple lawsuits and settlements related to officer misconduct, including a $12 million settlement with Breonna Taylor’s family in 2020.
