Between 2013 and 2021, the Shakopee Police Department reported 20 civilian complaints of police misconduct, with 55% ruled in favor of civilians. During the same period, the department made 12,339 arrests, 64% of which were for low-level, non-violent offenses. Additionally, there was one reported killing by police.
