Officer Elizabeth Mitchell, serving since 1995, filed two lawsuits against the City of Bartlesville and the Bartlesville Fraternal Order of Police Lodge No. 117. In June 2011, she alleged systematic harassment involving sexual references, obscene comments, and exposure to inappropriate photographs, creating a hostile work environment. She also claimed retaliation for reporting these incidents, including denial of promotions and additional harassment. In November 2011, Mitchell filed another lawsuit alleging that supervising officers ignored policies to benefit white male officers.
