Officer Gary Burnham faced multiple allegations of misconduct during his tenure. In 2005, a lawsuit alleged he raped a 19-year-old woman and that the department was negligent in allowing him to continue working despite prior allegations from his ex-wives, including domestic violence, sexual conduct while on duty, and sexual assault of a child. The lawsuit settled for $125,000. Additionally, in 2004, Burnham was charged with unlawful detention and disorderly conduct related to a domestic altercation. He pleaded guilty in abeyance to disorderly conduct and completed domestic-violence therapy. Despite these incidents, Burnham remained employed until his resignation.
