    Former Sheriff Gary Butler was implicated in a lawsuit filed by former officer Kevin Halbig, who alleged that Butler and Commander Cheryl Powell falsely accused him of fraudulent use of a credit card in June 2008. Halbig claimed that Butler’s actions were intended to damage his chances in the upcoming sheriff election. The court found that Halbig had sufficiently stated a claim for retaliation under the First Amendment. The case was documented in Halbig v. Navajo County, No. CV09-8124 PCT DGC, United States District Court, D. Arizona, February 2, 2010.
