    In February 2013, during a juvenile detention center incident, Officer Guinn was accused of failing to properly assist his partner during a use-of-force situation. The department alleged that he did not intervene adequately during an assault between juveniles. Guinn maintained that he followed department policy by securing other juveniles and donning protective gear. After a 10-month legal battle, he was reinstated with back pay in November 2014, as the termination was deemed unjustified.
