Trooper Hugh O’Donnell of the Vermont State Police, associated with the Bradford barracks, was involved in a 2006 incident where he and other officers used a Taser on Lawrence Fairbrother, who was experiencing a seizure. Fairbrother filed a federal lawsuit alleging unlawful arrest and excessive force. The state settled the case in 2009 for $40,000 without admitting wrongdoing.
