Supervising Officer J.D. Hill was terminated after an internal investigation revealed his involvement in the disappearance of a photograph depicting a beaten detainee. Hill refused to answer questions and failed to attend a polygraph examination during the investigation. Fellow officers testified that Hill was aware of the photograph and directed its disposal. Hill filed a civil rights lawsuit alleging violations of his Fifth Amendment and due process rights, but the court granted qualified immunity to the defendants, concluding that Hill’s dismissal did not violate his constitutional rights.
