In January 2014, Lieutenant J.R. Rogers conducted a performance review with a subordinate officer, during which he explicitly stated that the officer was required to make at least one arrest per day to maintain employment. This directive was captured in an audio recording, where Rogers threatened termination for non-compliance. Such quota systems are prohibited by Louisiana law.
