Duly elected city council member. Arrested on September 11, 2010, on a charge of obstructing government operations. The arrest was based on a warrant issued by Magistrate Leon Welch, following a complaint by John Wilson. The legitimacy of the arrest was later challenged in court, with allegations of lack of probable cause and potential misconduct in the issuance of the warrant. The charge against Smith was ultimately dismissed. Smith’s arrest was central to a lawsuit alleging malicious prosecution and other claims.
