Following the May 6, 2016 pepper spray incident, inmate Hollis Devin Martz alleged that Jail Administrator Wolcott became aware that Martz had been hit with mace and conspired to deny him a change of clothes, shower, and medical attention. The court granted qualified immunity to Wolcott, determining that the law was not clearly established regarding the failure to provide decontamination or medical care absent prior unconstitutional excessive force.
