In July 2018, Officer Carter used excessive force by striking a handcuffed individual four times in the abdomen with a flashlight while the person was in the back of a patrol car. He provided false information to Internal Affairs until confronted with video evidence. Carter resigned on August 9, 2018, amid the investigation.
