In September 2017, Officer Elkins was arrested in San Diego for raping a 23-year-old woman related to him by marriage during a family gathering. He resigned from the Yuma Police Department following his arrest. In December 2018, he was convicted of forcible rape and other related charges, facing up to 14 years in prison.
