In 2019, Officer Jason Behr was involved in the detention of Kyle Moore, a man experiencing a mental health crisis. Behr chased Moore, tackled him, and, along with other officers, restrained him for over 13 minutes. Moore was also shot three times with a stun gun and injected with ketamine. A lawsuit filed in 2024 alleges that the officers’ use of force was excessive and violated Moore’s constitutional rights. Behr was promoted to sergeant in 2023, and no disciplinary actions were recorded against him for this incident.
